Background on Monterey County Business Council:
The Monterey County Business Council, in partnership with what was then the Overall Economic Development Commission (OEDC) and funding from the Monterey County Board of Supervisors, recognized inherent risks in the County’s economy and launched the Competitive Clusters (C2) initiative in March 2003. C2 is a strategic project designed to implement near-term economic development action as well as provide a compelling economic vision and strategic framework to guide development efforts in the future. The objective of C2 is to achieve a more competitive economy in the existing key industries and emerging industries that fit the special character of Monterey County by bringing together a representative group of individuals from private firms and public sector organizations that cluster firms rely on for input such as a skilled workforce, research & development, finance, and infrastructure.
The Sustainable Building & Design cluster’s Mission Statement is as follows:
“To promote the demand for green services and products while generating opportunities to further education, collaboration, and sustainability by developing strategies and relationships, promoting incentives, and considering a variety of methods that will further green building in our communities”
The cluster has had active participation from the green building business, education and nonprofit community through relevant guest speakers and presentations. Group meetings range in size from 10 to 25 people and have attracted diverse interest from throughout the region. In addition to unique sustainable building projects, the group has promoted green building materials, methods and technologies. Among the cluster’s past initiatives and successes are:
• Working toward a unified and streamlined building permit process
• Comprehensive inventory of existing training programs
• Model green building incentives / guidelines for new city green building programs
• Developing a model ordinance and streamlined permitting process for small / urban wind energy systems
• Working to develop guidelines for medium / large community or commercial scale wind turbine installations
• Developing a brochure for rainwater harvesting, and work with the Monterey County Environmental Health Department (EHD) and the Central Coast Graywater Alliance (CCGA) to develop a regional ordinance for graywater installations
• Coordinating promotion of Monterey County as a “Sustainable Destination,” with green building demonstrations and solar home tours
• Played a key role in helping the Monterey Bay Electric Vehicle Alliance (MBEVA) to acquire funding to support various EV readiness activities, including for charging stations throughout the County
• Drafting a model solar PV permitting ordinance designed to streamline an over-the-counter permitting process for systems that meet minimum criteria.
• Fostering StepUp2Green(SU2G), an incentive-based program, that provides homeowners information, guidance and incentives to implement upgrades to home and property that will save energy and water while enhancing indoor air quality.
